How much training does the general public need regarding applicable technology skills? Basic typing skills doesn’t translate into understanding how to perform basic on line research. Also, being familiar with basic web browsing techniques doesn’t mean that individuals can perform basic email functions, which are usually needed for employment in certain companies. Do we need to offer citizens a way to measure their basic “computer related” abilities? How will the average citizens compare, if there are no formal standard of literacy established?
